Intel has been putting their Atom N270 part into netbooks for quite a while now. While it is generally serviceable, its pedestrian performance does leave something to be desired, especially on 720p video decoding.
Today, the mild speed bumped part, the Atom N280 part started shipping. While the clock speed bump, a mere increase from 1.6 GHz to 1.66 GHz, is hardly the stuff that SuperPi legends are made from, it does supposedly have enough extra oomph to motor through 720p decoding without the hiccups of the slower chips. Look for it to be featured in the ASUS Eee 1000HE PC, as well as other upcoming netbooks.
